1. Download all email to PST and then export the PST to 365.
2. Use exchange and CSV of the mailbox to migrate emails over

If you have a paid license then you can create a shared mailbox on and it will not use an additional license.

1. Sign in to Partner Center and select Customers
2. Click on the customer
3. Click on Azure Active Directory
4. Click on Azure Active Drectory again
5. Click on Properties
6. Click on Manage Security Defaults
7. Set security defaults to disabled.
